Finishing a Basement or Renovating One

The work and the permits depend on whether your basement is bare or already finished.

The Entertaining Floor in Langley went from bare studs to a games lounge, a wet bar, a private gym, a movie room and a full bathroom.

In an unfinished basement like The Entertaining Floor, the framing, insulation and mechanical work go in first, then the finishes.

In a finished basement, the work starts by taking out the finishes you are replacing. On The Modern Classic Residence in South Surrey, the basement was renovated together with the main floor, in two phases, so the family could keep living in the home.

A basement you plan to rent out as its own unit is a legal basement suite, with its own permit and suite rules. The Two-Bedroom Basement Suite we built in Langley is 980 square feet, with a private entrance and in-suite laundry.

Permits for a Basement Renovation in Langley

The Township of Langley requires a building permit to finish a basement. The City of Langley requires one to complete a previously unfinished area, to build or move interior walls and to add plumbing fixtures. In both, electrical permits come from Technical Safety BC, which also issues the Township's gas permits.

In the Township, a home built before 1990 may need a hazardous materials survey for asbestos before work starts. On a lot with a septic system, adding a bedroom is one of the triggers on the Township's septic referral form, which brings an engineer or a Registered Onsite Wastewater Practitioner into the permit.

We apply for the permits and book every inspection, as on all our home renovations in Langley.

What Drives the Cost of a Basement Renovation

The cost depends on whether the basement is bare or finished, whether you add plumbing, and the finishes you pick. A bare basement is built out from the framing up, and a finished one is stripped out first. A bathroom or a wet bar needs new supply and drain lines.

In the City of Langley, the building permit fee is set by construction value and doubles if work starts before the permit is issued. A renovation worth more than $100,000, or one in a house more than 30 years old, also goes to the City's Engineering Department, which decides whether the existing utilities need upgrading.

How a Basement Renovation Is Priced

You get the price in a written proposal after the consultation. Anything you have not chosen yet, such as tile, fixtures or appliances, goes in as an allowance and is adjusted to the real cost when you choose. Then you pick a fixed price that does not move, or open-book cost-plus at builder-direct pricing, where you see what every trade and material costs.

Do I need a permit to finish a basement in Langley?

Yes, both the Township of Langley and the City of Langley require a building permit to finish a basement, and ProStyle applies for it and books every inspection. The City also requires one to build or move interior walls and to add plumbing fixtures. Electrical permits come from Technical Safety BC, which also issues the Township's gas permits.

How much does a basement renovation cost in Langley?

The cost of a basement renovation in Langley depends on whether the basement is bare or finished, whether you add plumbing, and the finishes you pick. A bare basement is built out from the framing up, and a finished one has to be stripped out first. A bathroom or a wet bar needs new supply and drain lines. ProStyle prices each basement in a written proposal after the consultation, and in the City of Langley the building permit fee is set by construction value.

Can I put a bathroom in my basement?

Yes, a basement renovation with ProStyle can add a full bathroom, from the plumbing rough-in to the tile and the fixtures. The bathroom needs new supply and drain lines, and adding plumbing fixtures needs a building permit in both the Township and the City of Langley. The Entertaining Floor in Langley, finished from bare studs, includes a full bathroom.

What is the difference between a finished basement and a legal basement suite?

A finished basement stays part of your home, while a legal basement suite is a self-contained second unit with its own secondary suite permit, a fire separation from the main house and interconnected smoke alarms. A finished basement goes through a basement finish permit in the Township of Langley or an alteration permit in the City of Langley. The Township caps a suite at 120 m² of finished living area, and the City at 100 m² or 40% of the building's floor area.

Does adding a basement bedroom on a septic system need a septic review in the Township of Langley?

Yes, adding a bedroom in a basement on a Township of Langley lot with a septic system triggers the Township's septic referral, and the building permit cannot be issued until a Fraser Health Record of Filing is in. Only an Authorized Person, meaning a Professional Engineer or a Registered Onsite Wastewater Practitioner, can file that record. A net increase in daily sewage flow, a change to the house perimeter and a change to site drainage are triggers too.

Can a basement renovation include a home theatre?

Yes, a basement renovation with ProStyle can include a home theatre, planned around the screen and the seating. The Entertaining Floor in Langley went from bare studs to a movie room, a games lounge, a full wet bar, a private gym and a full bathroom.
